1.1 The Political Party shall be Democratic to be known as Justice and Development Party Pakistan hereinafter referred to as “JADPP”
1.2 "Article" means an Article of the Constitution of Justice and Development Party Pakistan.
1.3 JADPP motto is Allah, Muhammad, AlQuran. JADPP slogan is updating the system.
1.4 JADPP shall use black color flag with the letters, AMA (A for Allah, M for Muhammad, A for AlQuran) & JADPP (Justice and Development Party Pakistan).
2.1 All legislative powers shall be vested in JADPP Central Council which shall be composed of all JADPP Provincial Councils.
2.2 A JADPP Provincial Council shall be composed of all JADPP District Councils while a JADPP District Council shall be composed of all JADPP Union Councils.
2.3 A JADPP Union Council shall be composed of all Party members in that Union Council.
2.4 JADPP Central Speaker, JADPP Provincial Speaker, JADPP District Speaker, and JADPP Union shall be chosen by majority of votes for four fiscal years. A JADPP Speaker shall be called the JADPP Vice President of that JADPP Council.
2.5 JADPP Central Speaker shall have full powers to appoint members at different tiers under JADPP Central Council with the advice of JADPP Central Executive and JADPP Central Judge.
3.1 All Judiciary powers shall be vested in JADPP Central Judiciary which shall be composed of all JADPP Provincial Judiciary.
2.6 A JADPP Provincial Judiciary shall be composed of all JADPP District Judiciary while a JADPP District Judiciary shall be composed of all JADPP Union Judiciary. A JADPP Judge shall be called the JADPP Senior Vice President of that JADPP Council.
3.2 JADPP Central Judge, JADPP Provincial Judge, JADPP District Judge, and JADPP Union Judge shall be appointed by JADPP Central Executive for four fiscal years.
4.1 All Executive powers shall be vested in JADPP Central Presidency which shall be composed of all JADPP Provincial Presidency.
4.2 A JADPP Provincial Presidency shall be composed of all JADPP District Presidencies while a JADPP District Presidency shall be composed of all JADPP Union Presidencies.
2.7 JADPP Central Executive, JADPP Provincial Executive, JADPP District Executive, and JADPP Union Executive shall be chosen by majority of votes for four fiscal years. A JADPP Executive shall be called the JADPP President of that JADPP Council.
4.3 JADPP Central Executive shall be called Party Leader. Party Leader shall have full powers to appoint different members at different tiers of the Party.
5.1 JADPP aims are to uphold principles of democracy, freedom, union & brotherhood, defense & security, tranquility, equity, tolerance and justice & equality as enunciated by Religion Islam.
5.2 JADPP aims are to struggle for strengthens the foundations of Pakistan by division of finance, powers and responsibilities equity and by end discrimination on the basis of caste, color, creed, sex, religion, language and by giving equal status and opportunities; social and economic equality for all Pakistani People and to reduce the concentration of wealth in a few hands, and provide a decent standard of living to all.
5.3 JADPP aims are to form a federation with other Islamic Nations on basis of Common Revenue / Coin, Defense, Religion, Judiciary, Foreign Affairs, Commerce.
5.4 JADPP aims are to form and maintain prohibition of Martial Law, emergency and monarchy, prohibition of Public Debt and Lend, prohibition of dissolution of any department including Senate and National Assembly; prohibition of hidden agreement between other governments and / or countries; further to establish same respect for all prophets.
5.5 JADPP aims are to establish and maintain peace, insure domestic tranquility and harmony in civil society and ensure security and protection of life, honor and property of every citizen by authorize Local Government to insure mostly fundamental human rights; further official of local government will be available to people at all time and easy to access.
5.6 JADPP aims are to motivate people to do any job or get education and no man can live jobless.
5.7 JADPP aims are to use water of all rivers to produce electricity before rivers fall in ocean enabling us to produce enough electricity and to finish electricity load-shedding.
5.8 JADPP aims are to establish that Food, Crops, Livestock shall not be exported until all local governments of the country have more than enough reserves for their peoples for one year enabling us to avoid crisis.
5.9 JADPP objectives are to establish free Education, Health and Pension for all: pension for old, defective and orphans shall be for all Pakistani People on equal basis; further children look after their old parents instead of expelling from home.
5.10 JADPP objectives are to form and stabilize all departments of State on the basis of duties permanently to insure that any Government shall neither abolish or dissolve the departments nor even expel chief of department.
5.11 JADPP objectives are to establish minimum one factory in each Union Council of Pakistan to increase in employment and people stop to dwell in major cities.
5.12 JADPP objectives are to increase employment 5% yearly, power / electricity production 10% yearly, literacy 10% yearly and strive for low-priced 5% yearly.
5.13 JADPP objectives are to establish that items produced or manufactured in one union council shall be easily available in all others.
6.1 All projects of the JADPP shall be controlled by JADPP Central Working Committee which will be the principal executive organ of the Party. It will discuss and set overall party policies and strategies. Decisions will be taken by a simple majority vote. JADPP Central Working Committee will have the right to set up temporary or permanent subcommittees to oversee various operating, policy and strategy aspects of the JADPP's activities.
6.2 JADPP Central Executive, JADPP Central Judge, and JADPP Central Speaker shall be the permanent members of JADPP Central Working Committee. JADPP Central Executive shall be the Chairman of JADPP Central Working Committee.
6.3 JADPP Provincial Executive, JADPP Provincial Executive, and JADPP Provincial Speaker shall be the permanent members of JADPP Provincial Working Committee. JADPP Provincial Executive shall be the Chairman of JADPP Provincial Working Committee.
6.4 JADPP District Executive, JADPP District Judge, and JADPP District Speaker shall be the permanent members of JADPP District Working Committee. JADPP District Executive shall be the Chairman of JADPP District Working Committee.
6.5 JADPP Union Executive, JADPP Union Judge, and JADPP Union Speaker shall be the permanent members of JADPP Union Working Committee. JADPP Union Executive shall be the Chairman of JADPP Union Working Committee.
6.6 JADPP General Secretary, JADPP Finance Secretary, JADPP Information Secretary, JADPP Public Secretary, JADPP Registration Secretary, JADPP Commerce Secretary, JADPP Industry Secretary, JADPP Education Secretary, JADPP Health Secretary, JADPP Agricultural Secretary, JADPP Food Secretary, JADPP Livestock Secretary, JADPP Mining Secretary, JADPP Press Secretary, JADPP Technology Secretary, JADPP Exhibition Secretary, and JADPP Project Secretary shall be appointed by related JADPP Executive for Central, Provincial, District, and Union when needed. Appointed persons shall also be the members of related JADPP Working Committee.
6.7 General Meeting of all JADPP Working Committees shall be held half-yearly under chairmanship of JADPP Central Executive. Meeting of each JADPP Working Committee shall be held monthly.
6.8 General Meeting of all JADPP Councils shall be held yearly under chairmanship of JADPP Central Speaker. Meeting of each JADPP Council shall be help quarter-yearly.
6.9 Any meeting may be called or cancelled by JADPP Central Executive when needed.

8.1 The Last Sermon of the Holy Prophet, The Holy Quran, and The Authenticated Sunnah are the part of this constitution.
8.2 Borrow or Lend Money on the name of the JADPP is prohibited.
8.3 Hidden agreement(s) between any Governments or any Political Party with JADPP is prohibited.
8.4 The term of the office of the members of JADPP Central Working Committee, JADPP Provincial Working Committee, JADPP District Working Committee, and JADPP Union Working Committee shall be four fiscal years.
8.5 For any meeting, three fourth members shall be required to form a quorum.
8.6 During general meetings of JADPP Working Committees and JADPP Councils; Performance Report of every office bearer and Income and Expenditure Report shall be present before JADPP members.
8.7 JADPP members shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors. Suspension or expulsion of member will only be done after decision of related JADPP judge, member shall be provided with a reasonable opportunity to show cause against the action proposed and of hearing. A member may address resignation to related JADPP Executive. One appeal against the decision of Judge shall be permissible before JADPP Central Working Committee.
8.8 Speaker of each council shall be responsible to record the minutes of the meetings of their councils as well as working committee.
8.9 Founder of the Party Tariq Bashir shall be JADPP Central Executive. He has full power to appoint or nominate his successor; to appoint members at different tiers of JADPP even him and cannot be expelled from the Party. He is the permanent member of the Party. There will be no election for the office of JADPP Central Executive in the presence of Founder of the Party.
8.10 JADPP Central Executive will have the right to convene extraordinary meeting(s) of JADPP committees at any time at short notice prior.
8.11 A JADPP member or group of members may nominate in writing any other member of the party as a delegate to represent him or them and cast his or their votes in a party meeting.
8.12 JADPP will have the right to expel any JADPP member who violates party rules, values and / or ethics; who is convicted of a criminal offense; who is rendered, for any reason, physically or mentally incapable or carrying out his duties and / or becomes subject to a conflict of interest.
8.13 All JADPP members shall fulfill the obligations to support the JADPP founding manifesto, to support JADPP principals of policy platform, to pay the fee on time, to support and participate as much as possible activities held by JADPP, to safeguard the good reputation of JADPP and uphold the cohesion among JADPP party members and offices at all levels.
8.14 Any act that hinders the development of the party or jeopardizes the interests of the party, any act or speech which seriously disgraces the party, fails to pay fees, disobey or fail to conform to the decisions of JADPP, fails to maintain confidentiality in respect of information classified as confidential information or restricted documents, knowing them to be such may cause suspension and / or expulsion of JADPP member.
9.1 A Pakistani person minimum 18 years of age can get membership of JADPP by providing Name, Gender, Religion, CNIC Number, and Contact Information.
9.2 JADPP membership card may be issued to all interested JADPP members for one fiscal year. A recent photograph shall be required for membership card.
9.3 Applicant shall be given a registration number for membership of JADPP۔ There is no special obligation for getting membership of JADPP but for being a candidate for contesting in intra-party Election; person will have to sign a form declaring that “he/she is neither member of any other political party nor a part of civil government including military.”
9.4 Candidate for taking part in intra-party elections for offices of JADPP Working Committees; the person must be Pakistani, minimum 18 years of age having good credibility in society, having enough knowledge of Islam including Politics and living as pious human.
10.1 If any JADPP member of group of JADPP members, or the Chief either on behalf of JADPP or upon a complaint from a third party, accuses one or several JADPP members of failure to observe the by all applicable rules and regulations adopted by JADPP, such matter shall be referred to the related Judge for further action consistent with the procedures set forth herein; all accusations shall be reported to the related Judge by writing.
10.2 Upon receipt of an accusation, the Judge shall meet to consider the accusation, at either its next scheduled meeting, or at a special meeting called for consideration of the accusation.
10.3 Judge shall set a date, not sooner than 30 days thereafter, wherein it shall hear and consider evidence offered by the accused member(s), and any interested party, for or against suspension or expulsion of the member(s).
10.4 Judge shall in writing create a summary of the accusation made against the member and shall further direct the Party Leader to inform the member(s) so accused in writing of: a) The nature of accusation, including a copy of the aforesaid summary of the accusation made against the member(s); b) The decision of the Judge after hearing and considering evidences of accused and accuser; d) The right of the member(s) to appear at the hearing before the JADPP Central Working Committee, with counsel if the member(s) so desires, and the right of the accused member(s) to create a transcript of the hearing at the sole cost and expense of the said member(s).
10.5 Party Leader shall include with such writing to the member(s) a copy of the aforesaid summary and a copy of procedure for suspension and expulsion of members, notice of the accusation shall be sent to the accused member(s) by mail.
10.6 Judge may, but shall not be required to; issue a written decision stating the reasons for its decision. In all events, the decision of the Judge shall be final, with right one appeal which will be before the JADPP Central Working Committee. The decision of the Judge shall be announced to the JADPP Central Working Committee by the Party Leader. It shall further be immediately sent to the affected member(s) by mail.
11.1 JADPP Central Judge shall be responsible for holding all JADPP Elections; he shall frame its own rules for conduct for elections in a free and fair manners and he may release the results of election to the Press.
11.2 All JADPP members may speak and vote in the related Council and / or Working Committee.
11.3 The JADPP shall hold party elections at all levels in a free and fair manner. A qualified member of the JADPP may contest election for the offices for which it is constituted.
11.4 During voting for JADPP office-bearers; all JADPP voters shall have to choose the candidate and write name of the person and / or tick √. Detail of all candidates taking part in contesting shall be in columns for easy chose; results of which shall be preferably on the internet as well as in all JADPP Districts for checking accuracy.
11.5 While taking part in voting, all JADPP members will have their JADPP membership card or CNIC. Pakistani citizen’s living abroad may cast their vote through internet.
11.6 All JADPP office bearers on every level shall be elected every leap year; time and place shall be announced by JADPP Central Judge.
11.7 One month prior to intra-party elections; candidate must get listed for contesting in specified intra-party election with JADPP Central Judge.
12.1 JADPP Central Working Committee shall announce JADPP allowances, JADPP fees (for meeting, membership, candidate, card etc.), contributions, and others when needed.
12.2 Donations and / or contributions made by members or supporters of the party shall be duly recorded.
12.3 Any contribution made, directly or indirectly, by any foreign government, multi-national or domestically incorporated public or private company, firm, trade or professional association shall be prohibited and the party will accept contributions and donations only from individuals.
12.4 All JADPP Finance Secretaries shall be responsible for maintaining related JADPP Working Committee accounts. JADPP bank account shall be operated by JADPP Central Finance Secretary jointly with JADPP Central Executive.
12.5 All JADPP members shall have to donate a contribution of their yearly income to JADPP as announced by JADPP Central Working Committee; further all donations of all kinds shall be deposited in JADPP account. Until the end of one fiscal year, no money will be withdrawn from JADPP account.
12.6 During the general meeting of JADPP Central Council, mostly funds collected last fiscal year shall be used to start projects for JADPP and fewer shall be distributed in JADPP Working Committees for expenses of one fiscal year.
12.7 During the general meeting of JADPP Central Council, JADPP Central Finance Secretary shall prepare and present account of income and expenditure, balance sheet and audit report to JADPP Central Council prior submission to Election Commission of Pakistan.
13.1 JADPP Central Working Committee shall prepare a list of all proposed persons for being a Candidate for Pakistan’s General Elections.
13.2 Any JADPP member may propose himself or a group of JADPP members may propose any other JADPP member for listing in the Proposed Persons for Pakistan’s General Elections.
13.3 Candidates for Pakistan’s General Elections shall be chosen by JADPP Central Working Committee from all proposed persons.
13.4 The holder(s) of Pakistan’s elective office will not hold JADPP’s office, any other person shall be appointed by him/her to act on his/her behalf.
14.1 All disputes between JADPP members as well as between JADPP and JADPP members will be referred to the related JADPP Judge; all accusations shall be reported to the related Judge by writing.
14.2 Resolution of disputes will be subject to the same procedure as Procedure of suspension and expulsion of JADPP members.
14.3 In all events, the decision of the JADPP Judge shall be final, with right one appeal which will be before the JADPP Central Working Committee.
14.4 The JADPP Central Working Committee's decision will be final and will not be subject to appeal in any forum or court of law.
15.1 Mr. Tariq Bashir (Founder of JADPP and JADPP Central Executive) shall have full powers to make appropriate amendments in the Constitution whenever needed.
15.2 JADPP constitution may be updated after detailed discussion in JADPP Central Council by three fourth majority votes; minimum one vote from each JADPP Union Council shall form quorum of the meeting.
16.1 Province, District and Union Council are so called in Pakistan.
It is hereby certified by Party Leader of Justice and Development Party Pakistan that the constitution of Justice and Development Party Pakistan has been approved by members of the Party on November 15, 2014 at Sialkot.
